Dashboard SDK?

Is an ADC Select membership or higher required to get the Dashboard SDK? or is it just not up on the ADC site?

http://developer.apple.com/macosx/dashboard.html says:
ADC Members can find the Dashboard SDK in the "Downloads: Developer Tools" section of the ADC Member Site.

When I check, I don't see it there, does anyone else?

works fine for me. even when I'm not logged in with my free dev membership.
