You can develop Widgets as simple web pages with javascript and CSS and then preview them in Safari Smile

Is there anywhere to just download the Tiger SDK Widget examples so we can see some source code to work from?

To answer my own question there is, you can use 'Pacifist' to extract the 'dashboard' developer examples from the 10.4 dev disk without installing he entire operating system if you can get your hands on the dvd. Obviously you can't compile with it but its a great starting point.

I understand that we can develop Widgets and test them in Safari while running Panther (10.3), but is there any way that we can test Widgets that access the system (such as the Dash Monitors that's in the Showcase now), or do we have to wait until we get 10.4 (Tiger) to get that testability? Thanks!

Apple has made a number of javascript extensions specifically for widgets (sytem call methods and internet methods mostly) which do not work in safari (this is why you cant test many widgets in safari).... and it's a good thing too. You wouldnt want to go visit a webpage containing malicous javascript making evil system calls on your computer.

Also, it's repeatedly noted in the dashboard SDK that most functions should include an: if(window.widget) statement. This limits the javascript to only be executed in the dashboard environment.
